Patna: (ABN) Revenue, Land Reforms and Road Construction Minister Dr. Dilip Jaiswal has blacklisted a construction company for 10 years after finding serious irregularities in road construction. The action was taken against RL Choudhary InfraTech Private Limited, which was working in Darbhanga, following an official investigation.

According to information, the company had been awarded the work order to widen and strengthen the road from Mahatma Gandhi College to Ali Nagar via Khargasaahni Chowk and Parmeshwar Chowk to Bela Durga Mandir in Darbhanga Road Division. During an investigation, the quality of the cement concrete flooring work done on this one-kilometer stretch was found to be significantly below standard.

In the technical investigation, the prescribed strength of the road was supposed to be 407.888 kilograms per square centimeter, while the actual strength was found to be only 166.828 kilograms per square centimeter, which is less than half of the standard. The department had sought clarification from the contractor on May 16, 2025, and July 4, 2025.

On September 1, 2025, the contractor was again asked to provide an investigative report and respond. The response provided by the contractor on September 25, 2025, was scrutinized by the TTRI. The report received on December 10, 2025, also declared the construction work to be substandard.

After reviewing the matter, the department blacklisted the company for the next 10 years from the date of the order under Rule 11 (a) (ii) of the Bihar Contracting Registration Rules, 2007, and official provisions. During this period, the company will not be able to participate in any official tender.

Minister Dr. Dilip Jaiswal said that the department is identifying contractors and engineers involved in corruption and negligence and taking action against them. He further said that a major contractor involved in the construction of the Indo-Nepal road has also been blacklisted recently. Strict action will continue against such individuals, and negligence will not be tolerated at any cost.
