Dilip Jaiswal issues stern warning to officers delaying land transactions

Patna, October 9 (ABN) – Minister for Revenue and Land Reforms Dr. Deepak Kumar Jaiswal has directed departmental officers to resolve all pending land-related cases within the stipulated time and ensure that common people receive the department’s services on time. He clarified that the responsibility of the revenue administration is not limited to the completion of official work; the timely resolution of public issues is also a key responsibility. Therefore, negligence or unnecessary delay at any level will not be tolerated.
On Friday, the Minister was reviewing the work of Additional Collectors (Revenue) from all districts at the Revenue Survey Training Institute in Shastri Nagar, Patna. During the review, he assessed the progress of various land-related schemes, pending applications, revenue court cases, and special drives, and issued necessary directives to the officers.
At the review meeting, detailed discussions were held on the correction of errors in the Jamabandi records and the progress of the 45-day special drive for the transfer of land in the names of the heirs of deceased landowners. Dr. Jaiswal directed officers to exercise continuous supervision and accelerate the pace of work to achieve the objectives of the drive within the stipulated time. He stated that the cooperation of public representatives is also essential for the success of the drive. Officers should meet with them to obtain accurate data on village land and related records so that Jamabandi corrections and hereditary transfer cases can be handled correctly.
The Minister directed that pending mutation cases be resolved within the stipulated time. He placed special emphasis on removing deficiencies in the Jamabandi and land records, keeping the records updated, and ensuring their accuracy. He directed that applications received during the Revenue Maha Abhiyan be processed under the current corrective drive. Additionally, he ordered the prompt resolution of applications received under the “Preamarjan” initiative so that land records remain accurate and up-to-date, preventing common people from having to repeatedly visit offices.
Dr. Jaiswal directed the department to make necessary forms available and seek the assistance of Vikas Mitras to address incomplete applications received under the “Abhiyan Basera” scheme. He stated that applications should be uploaded online only after the required information is completed and verified, ensuring that record verification is done correctly and that eligible individuals benefit without unnecessary delay.
The Minister directed the regular review of the progress of the special land survey and the establishment of better coordination among the concerned officers. He also emphasized organizing the records of government and public land, identifying encroachments, and accelerating action to remove them in accordance with regulations. Furthermore, he directed the review of pending land dispute cases in revenue courts, achieving the stipulated target for land revenue collection, and ensuring effective action in matters related to land acquisition for government projects.
Dr. Jaiswal directed all Additional Collectors to regularly monitor the work of Deputy Collectors (Land Reforms) and Circle Officers in their respective districts. They were instructed to keep a watch on the progress of pending applications, revenue court cases, and the provision of departmental services. Where the pace of work is not satisfactory, the causes of delay should be reviewed and necessary corrective measures taken.
Department Secretary J. Singh directed the prompt resolution of pending e-Mapping cases and stated that special survey amines have been made available to all circles. Their assistance should be used to expedite pending land measurement cases, and their work should be continuously monitored. Meanwhile, Secretary Sima Tripathi directed officers to prioritize the scanning of unscanned land records and to promptly complete applications received in the relevant log-ins. She also emphasized maintaining the quality of digital record scanning.
Present at the meeting were Department Additional Secretary Amit Kumar Pandey, Dr. Mahendra Pal, Ajay Pratap Raj, Deputy Director Mona Jha, Special Officers Mani Bhusan Kishor and Anupam Prakash, Assistant Director and Departmental Public Relations Officer Jyoti Kumari, along with other senior officers and Additional Collectors (Revenue) from all districts.
