The Lok Sabha proceedings were adjourned till 5 pm today due to intense protests by the opposition for the third consecutive day.
As the proceedings resumed at 2 pm after two adjournments, opposition members stormed the Well of the House, raising slogans. Presiding officer Kripapuram Manohar Tantri, amidst the din, called out the name of TDP's G M Ravi Kumar, but instead, G M Harihara Babu of the same party spoke.
Mr. Babu said the President's address was full of reforms and would fulfill the goal of a developed India. It mentioned providing employment to 25 lakh people. We are moving forward with security and accountability. Increased funding for Atal Tinkering Labs will promote innovation. A proposal has been made to open one hostel in each district to promote girls' education.
BJP's Nishikant Dubey, while speaking on the President's address, directly attacked the Congress and started criticizing while quoting from some books, but the presiding officer continuously stopped him from quoting from the books.
Meanwhile, the ruckus intensified, forcing the adjournment of the House till 5 pm.
Earlier, opposition members had created a ruckus in the Lok Sabha on Wednesday against the suspension of eight Congress members for the budget session, forcing Speaker Om Birla to adjourn the proceedings within five minutes of commencement, till 12 pm.
Mr. Birla, while starting the proceedings, asked the concerned minister to respond to questions related to the Ministry of Food Processing and Public Distribution, but opposition members stormed the Well, raising slogans. The Speaker attempted to run the Zero Hour amidst the din but opposition members increased the noise.
Some members also asked questions and received answers, but nothing was audible due to the ruckus. As the chaos escalated, Mr. Birla told the members that they should maintain good behavior and decorum inside the House. He said running the House was the responsibility of all members.
He appealed that the House belonged to everyone and members should cooperate in running the proceedings with dignity, but the members did not listen and continued the ruckus, forcing the adjournment till 12 pm.
As the proceedings resumed at 12 pm, opposition members started raising slogans and created a ruckus, quoting from the unpublished book of the former Army Chief. Members from the Congress, DMK, Trinamool Congress, Samajwadi Party, and Nationalist Congress Party (Sharad Pawar) stood up from their seats, shouting slogans and waving large banners.
Many opposition members, carrying banners, moved to the Well of the House, near the Speaker's seat. The banners had pictures of the Prime Minister, Defense Minister Rajnath Singh, and former Army Chief Manoj Mukund Naravane.
Samajwadi Party members were protesting against the alleged vandalism of a statue of Ahilya Bai Holkar at the Manikarnika Ghat in Varanasi. The opposition had also created a ruckus over these issues on Tuesday.
After Mr. Goyal's statement, Speaker Om Birla told the slogan-shouting members that their behavior would erode people's trust in democracy. He said this method of protest was not appropriate. The House runs according to rules and regulations.
There have been protests in the House before, but such limits have never been crossed. He further said that ideological differences lead to protests, but the dignity and traditions of the House should not be compromised. This House belongs to everyone, and it is the responsibility of all members to maintain its dignity. It is not proper to insult the House in this manner.
