The opposition's motion to remove Lok Sabha Speaker Om Birla from his post was rejected by voice vote on Wednesday.
Congress's Dr. Mohammad Javed and some other members had introduced the motion to remove him from the post during the first phase of the budget session, which was included in the agenda for March 9, the first day of the second phase of the session, but was introduced on Tuesday. It was debated for two days after being introduced on Tuesday and the House rejected the motion by voice vote today. More than 42 members participated in the debate on the motion.
At the end of the debate, Home Minister Amit Shah, while rejecting the allegation of not allowing opposition members to speak in the House, said that Mr. Birla runs the proceedings of the House with the same passion for everyone and the opposition cannot question his ethics. He said that in history, three motions have come to remove the Lok Sabha Speaker, but the only high ethical example of not coming to the House till the motion is disposed of has been presented by Mr. Birla alone. In the past, the Speaker has continued to run the proceedings of the House despite the motion, but Mr. Birla had announced on ethical grounds as soon as the motion was introduced that he would not preside over the House till the debate on the motion was completed.
The motion against Mr. Birla alleged that he does not allow the opposition leader and other opposition party leaders to speak in the House. He made baseless allegations against opposition women members of parliament. He suspended opposition members for the entire session for raising public interest issues and did not stop ruling party members from making objectionable and derogatory comments against former prime ministers. In this way, he violates the rights of members of the House with his biased point of view and makes announcements and takes decisions that affect and weaken the rights. It was also alleged that he openly supports the ruling party's point of view in all controversial matters. These things create a serious threat to the proceedings of the House and the expression of public concerns and complaints in the House, so he should be removed from his post.
During the debate on the motion, opposition members alleged that Mr. Birla was soft on ruling party members and adopted a biased attitude in the proceedings of the House, but Mr. Shah, while terming all the allegations as baseless, said that Mr. Birla runs the proceedings of the House with utmost courtesy, equal treatment for all, adherence to principles, transparency, and honesty. He said that questioning Mr. Birla's honesty is condemnable and bringing such a motion against the Speaker is against the dignity and prestige of the House.
Mr. Shah, while criticizing opposition leader Rahul Gandhi, said that he does not come to the House and does not participate in the proceedings, but goes abroad and criticizes the country. Meanwhile, members of opposition parties created a huge ruckus in the House, accusing Mr. Shah of using unparliamentary language and demanding an apology from him.
Presiding Officer Jagdambika Pal assured the members that if any unparliamentary word was used in Mr. Shah's speech, it would be removed from the proceedings of the House. He requested all members to return to their seats, but when the members did not comply, Mr. Shah continued his speech, launching another attack on the opposition.
After Mr. Shah's speech, the Presiding Officer asked Dr. Javed to speak on the motion, but opposition members continued to create a ruckus. The Presiding Officer appealed to the members to return to their seats and let Dr. Javed speak, but as the ruckus escalated, Mr. Jagdambika Pal introduced the motion in the House, which was rejected by voice vote.
