Patna, Sep 11 (ABN): The government will launch a special 45-day drive to remove errors and omissions related to land records in Bihar. During this time, the errors in the account, khasra, plot and name of the subject in the Jambandi will be corrected. In case land measurement is required, the concerned citizen will not have to pay any fee for the same. Department of Revenue and Land Reforms Minister Dr. Dilip Kumar Jaiswal announced this in a review meeting of Additional Collector (Revenue) at the Revenue (Survey) Training Institute in Shastri Nagar, Patna on Friday. He said that so far citizens used to visit government offices to get their jamabandhi corrected, but now the department will reach out to the people themselves and correct the errors in the records. The officers have been directed to complete the process within the stipulated time instead of hanging the cases.
Dilip Jaiswal told the officers in clear words to leave the policy of 'pick and choose' and take equal action on every case. He said that the CO and Revenue Officer (RO) should talk to the people coming to the office and give them clear information about the current status of their case and the future course of action. If people get the right information on time, unnecessary congestion in the offices will also be reduced.
The department will now monitor the quality of work done at the top level on a daily basis. For this, a team of officers will be formed, who will monitor the quality of Jambandi and other revenue works in the allotted districts along with their quality. The purpose of this monitoring is to reduce the additional pressure on DCLR and Additional Collector (Revenue) and to keep the Secretary of the Department apprised of the progress and quality of work on a day-to-day basis.
The minister directed all the districts to prepare a land bank of government land. He said that all types of government land should be included in it and the records should be kept up-to-date. He said that in the future, land may be needed for industries and other development projects, so it is important to keep accurate and up-to-date records of government land.
More than 1,000 villages of Arul, Jehanabad, Sheikhpura, Sheohar and Lakhisarai will be notified soon to proceed with the survey work. An appeal can be made in the court of the Additional Collector (Revenue) within three months after the notification is issued. For this, a separate survey appeal cell will be established in the department.
Special Mutation process will be started in the new survey districts. In this system, the map will be available along with the details of the land. The department believes that this will make land identification more clear and reduce the chances of future land disputes.
In the meeting, Department Secretary Jai Singh reviewed several important issues related to revenue. The reformation of mouzah-wise jamabandis, land verification of more than five acres of government land, verification of jamabandis related to government plots and the progress of unlocking of locked jamabandis were also discussed. Information was also sought from the officers on uploading of scanned documents along with applications received on Bhumi Abhi Lekh portal, Revenue Court Management System, verification of land records before registry and quality handling of applications received under Revenue Maha Abhiyan.
In the meeting, taking notice of the cases of the deceased citizens, filling the wrong questionnaire in the application for inheritance and distribution, and the use of fake or fictitious documents, the action was also reviewed. Apart from this, the daily diary of the employees, KC attendance through mobile app, complaints and feedback received regarding the measurement of the disputed land and the progress of other revenue works were also reviewed. Jha, Special Duty Officer Nawash Akhtar, Anupam Prakash, Deputy Secretary Onish Kumar, Assistant Director and Public Relations Officer Juhi Kumari, IT Manager Anand Shankar, Branch Officer Rajeev Shankar, Deen Dayal Ram and Additional Collectors of all districts were present.
