Mr. Abdul Jalil Mustan bin Amiruddin bin Inayatullah, a senior leader of Indian National Congress, resident of Sri District, Purnia Assembly Affairs (Amour), died on 29/ Rabi Awwal 1448 AH Saturday in Delhi AIIMS on 12/ September 2026. Defeated by almost 52,000 votes, in the elections in which he faced defeat, in 1995, he lost to Samajwadi Party's Muzaffar Hussain, in the 1997 by-election, to his son Saba Zafar, an independent candidate, in 2010 to BJP candidate Saba Zafar bin Muzaffar Hussain, in 2020 and 2025, to Mr. Akhtar Ul Ayman, the state president of Majlis Ittehad al-Muslimeen. In the election of 2025, the competition in Amur Assembly Constituency became three-way and Mastan came third, he could only get 52,791 votes, Akhtar Ul Ayman won by getting 1,00,836 votes, Zafar Jadhav was second as a candidate, the peak of his political rise came when he was elected as Azim from November 20, 2015 to July 16, 2017 under the leadership of Nitish Kumar. Worked as Minister for Registration, Excise and Prohibition in the Union Government, during his tenure the complete prohibition of liquor law was passed and implemented in the state in 2016, this step helped a lot in reducing domestic violence and improving economic conditions.
Abdul Jalil Mustan was the strongest leader of the Congress in Seema Nachal region, his simple lifestyle and dervish style of life made him popular, he did not have the same kind of protection as ordinary politicians.
And he used to travel by sitting on a bike, sometimes he was seen coming and going on a bicycle, he used to sit on the ground and eat with people, because of this behavior people called him "Mustan".
Abdul Jalil Mustan never used politics and positions to increase his standard of living, he focused all his attention on development and welfare works during his time, the area of Amur is under severe flood and erosion every year, Mustan Sahib fulfilled his responsibility in helping camps for flood victims, timely payment of government compensation and building temporary and permanent embankments on rivers, roads and levees to connect Dahi areas with Purnia and Kishanganj. approved the government money for the construction of and landed it on the ground, due to which the area remained connected with the cities even during the flood days, he used to supervise the work related to bringing the victims to safe places and their food during the flood days, in addition to this, he used his personal funds to take the lead in the marriage of poor daughters, the treatment of the sick and the educational assistance of poor students, due to which he was also called the Messiah of the area, all of Mustan Sahib. As powerful as his court was, he would stand up for himself to protect the poor from the tyranny of bribery and bureaucracy in the police station and block. This was his magnanimity.
The most critical phase of his political life came in February 2017, when a video of him went viral, in which he used inappropriate words against Prime Minister Narendra Modi and incited people to throw shoes on his picture. Apparently, the opposition completely boycotted him in the assembly, after his public apology, the matter ended.
One of the great virtues of Mustan Sahib was that he kept his personal relations separate from politics, he would continue to greet and pray for those who opposed him in the election, if he avoided meeting him, he would go to his house, he would share in the suffering of his opponents, but he would not discuss political issues with them to maintain this relationship.
