All BPSC exams will now be completed in two phases, negative marking will not be removed, nor will there be any change.

Patna, August 24, 2026: The copy of BPSC 70th exam going viral on social media has been declared completely fake by the commission. In the presence of the Secretary of the Commission, Mr. Hemant Kumar Singh, Controller of Examinations, Mr. Rajesh Kumar Singh, showing the original copy, said that the fake copy is being circulated to defame the Commission. The allegations leveled against the commission are completely baseless. Copy will be sent to students in their ID. The Controller of Examinations was addressing a press conference held at the Bihar Public Service Commission (BPSC) meeting hall on Monday.
He said that it has been decided to conduct all BPSC examinations in two phases. Negative marking will be implemented in all examinations. This will not change. He said that Bihar is not the first state to conduct the exam in two phases. All the exams in other states including UPSC and UPPCS are also conducted in two to three stages.
Mr. Singh said that some people are spreading misconceptions about Hindi and English medium that Hindi medium students get lower marks and English medium students get higher marks. This allegation is completely baseless. There is no discrimination against anyone. All are equal in BPSC. He further said that allegations of high or low marking are also being made which are not true. Correct answers are given during the review process.
Controller of Examination Mr. Singh informed that the last date for submission of application for TRE-4 has been fixed from 1st to 30th September 2026. The exam can be conducted in December or January. The exam date is likely to be announced in October. Any applications received by September 30 will be included. He said that if there are less than five lakh applicants, the exam will be conducted in three rounds. If there are more applicants, the exam will be conducted in six rounds. Provision of additional time of 10 to 15 minutes during the examination is still under consideration. TRE-4 will consist of objective questions.
The Controller of Examinations said that granting domicile or not is the matter of the government, the commission cannot do anything about it. However, 72% of students in BPSC exams are from Bihar. He clarified that the system has completely changed.
Mr. Rajesh Kumar Singh, Controller of Examinations of the Commission said that the Assistant Engineer examination was conducted by BPSC a year ago. The matter went to court. Due to the pending case, the results have not been released yet. Efforts are being made to settle the case very soon. The result will be issued after the court resolves the matter
