The agreement's roadmap also suggests that after the completion of all phases, the new Palestinian interim authority in Gaza will have full authority over arms, while an international stabilization force will also assist in maintaining peace and security during the transitional period.
Speaking to Arab media, Ghazi Hamad said the negotiations were very difficult and complex, but they tried to reach the best possible solution that would be acceptable to all parties. According to media reports, Ghazi Hamad clarified that the Gaza agreement is phased and will be implemented in different stages.
He said that after the approval of the agreement text by both parties, Israel will have to start implementing the first phase, during which Israel will also have to withdraw all its forces from Gaza. He said it is necessary to deploy a Palestinian national committee and an international force in Gaza, and Israeli-backed armed militias will also be dismantled.
According to a Hamas official, the process of handing over arms to the Palestinian National Committee depends on Israel's full compliance with the agreement, and if the Israeli army does not fulfill its responsibilities while implementing the agreement, Hamas will not implement any part of the agreement.
He said the process of disarmament is conditional on the progress of the Israeli army's withdrawal from Gaza and the reconstruction of the Palestinian area. According to media reports, Israel has not yet made any official response to the agreement.
On the other hand, the Board of Peace has welcomed the agreement on Hamas' disarmament. The Board of Peace, established to oversee post-war interim arrangements in Gaza, announced that Hamas has formally agreed to a detailed plan of action for the next stages of the ceasefire.

It is clear that Hamas and other Palestinian armed groups have agreed on a document containing a plan for disarmament in Gaza, which US President Trump has called a historic step towards peace and security. A detailed plan of action for Hamas' disarmament process will be prepared within 14 days, which can be extended with the approval of the international monitoring agency and the consent of all parties if needed.
