Patna, March 23: (ABN) Chief Minister Nitish Kumar participated in the Samvad program held at Gandhi Maidan in Jehanabad district today. Addressing the program, the Chief Minister said that you have come here in large numbers, welcome to all of you. You all know that on November 24, 2005, the NDA government was formed for the first time, since then there is a rule of law in the state and we are continuously working on development projects. Do you remember what the situation was like before? It was very bad before. People did not come out of their homes after evening. How much conflict was there in the society? How much Hindu-Muslim conflict was there? What was the condition of education? Very few children used to study. Earlier, there was no complete arrangement for treatment. There were very few roads and the condition of the roads that existed was very bad. Electricity was available in very few places. Now there is no environment of any kind of fear and terror. There is an atmosphere of love, brotherhood, and peace in the state. Earlier, how much Hindu-Muslim conflict used to happen, so since 2006, the fencing of graveyards has been started. Fencing of graveyards has been done on a large scale. Now no conflict happens.
The Chief Minister said that from 2016, the fencing work of 60-year-old Hindu temples has also been started, due to which incidents of theft, etc. are not happening. We have given special attention to the education sector. We have restored contract teachers, opened a large number of new schools, and implemented a cycle and uniform scheme for students studying in government schools. From 2023, 2 lakh 58 thousand government teachers have been restored by the Bihar Public Service Commission. From 2006 to 2015, 3 lakh 68 thousand contract teachers were restored, out of which 28 thousand 976 have become government teachers through BPSC. After that, the government decided that contract teachers do not need to take the BPSC exam, they will be made government teachers by taking a minor exam. It was decided to give them five opportunities. Four exams have been held so far, and 2 lakh 66 thousand contract teachers have passed. Now only 73 thousand are left, who will be given one more opportunity. The total number of government teachers has now become 5 lakh 24 thousand. Apart from this, the BPSC is also starting the recruitment process for 45 thousand new posts.
The Chief Minister said that earlier, the health system was very bad, only 39 patients used to come for treatment at the Primary Health Center every month, i.e., one or two patients per day. Since 2006, free medicines and treatment have been arranged in hospitals. Now, on average, 11 thousand 600 patients come to the Primary Health Center every month. Earlier, there were only 6 medical colleges in Bihar, which have now increased to 12. Six new medical colleges will be built this year, and the construction of new medical colleges will be completed soon in all the remaining 21 districts. Patna Medical College and Hospital is being upgraded to 5 thousand 400 beds, and other five old medical colleges are being upgraded to 2 thousand 500 beds. Along with this, ESI-ESIC is being upgraded to 3 thousand beds. He said that roads and bridges have been constructed in the state. The target of reaching Patna in 6 hours from remote areas of the state was achieved in 2016. Now, with the construction of a large number of roads, bridges, railway overbridges, bypasses, and elevated roads in the state, it has become possible to reach Patna in about 5 hours from remote areas.
The Chief Minister said that from 2008, work has been done by making an Agriculture Road Map, as a result of which there has been significant progress in the agriculture sector. Three Agriculture Road Maps have been worked on from 2008 to 2012, from 2012 to 2017, and from 2017 to 2023. There has been a significant increase in grain production. The production of fruits, vegetables, milk, eggs, meat, and fish has increased by more than two and a half times, due to which Bihar has become self-sufficient in fish production. Along with this, there has also been an increase in the income of farmers. Currently, work is being done rapidly on schemes under the fourth Agriculture Road Map (2024-2029).
The Chief Minister said that under 'Saath Nischay' in 2015, work was done on 'Arthik Hal Yuvaon Ko Bal', 'Surakshit Rozgar Mahila Sashaktikaran', 'Har Ghar Bijli', 'Har Ghar Nal Ka Jal', 'Har Ghar Shauchalaya', 'Tolo Ko Pakki Sadak Se Jodna', and 'Aavashya Ujjwal Bhavishya'. In 2018, electricity was provided to every household. The government has been providing electricity at very cheap rates since the beginning. Almost all domestic consumers are getting electricity for free. Now, solar panels will be installed on the roofs of the houses of all willing individuals by the government. This work has started, and approval has been given to install solar panels on 50 lakh houses, and this work will be completed soon.
The Chief Minister said that from 2020, under 'Saath Nischay 2', a lot of work has been done on 'Yuva Shakti Bihar Ki Pragati', 'Mahila Evam Bal Vikas', 'Har Khet Ko Sinchai Ka Pani', 'Swachh Shehar', 'Sugam Sadak', and 'Sabke Liye Swasthya Suvidha' (Telemedicine and Bal Hriday Yojana). Whatever work is left under 'Saath Nischay 2' will be completed soon. Under 'Saath Nischay 2', it was decided to give 10 lakh jobs and 10 lakh employments to the youth. So far, 10 lakh youth have been given government jobs. 40 lakh people have been given employment. A total of 50 lakh youth have been given jobs and employment. The target has been set to give jobs and employment to 1 crore youth in the next 5 years.
The government has worked for all sections, whether they are Hindus, Muslims, upper castes, backward castes, extremely backward castes, Dalits, or Mahadalits. A lot of work has been done for Muslims as well. Madrasas have been given government recognition, and their teachers are being given salaries equal to other government teachers. The pension amount given to all elderly, disabled, and widowed women has been increased from 400 rupees to 1100 rupees, benefiting 1 crore 14 lakh people.
In 2023, during the census, information was also collected about the economic condition of the people. In this, 94 lakh poor families were identified, including upper castes, backward castes, extremely backward castes, Dalits, Mahadalits, and Muslims. All these families will be given 2 lakh rupees for employment. So far, 83 lakh 20 thousand families have been linked to the employment scheme and given money, and the remaining families will be given money by next month. If needed, more than 2 lakh rupees will also be provided.
The Chief Minister said that in 2006, 50% reservation was given to women in Panchayati Raj institutions, and in 2007, in municipal bodies. Four elections have been held so far. Since 2013, 35% reservation has been given to women in the police. Now, the number of women in the Bihar police is the highest in the country. Since 2016, 35% reservation has been given to women in all government jobs. Earlier, the number of self-help groups in Bihar was very less. In 2006, a self-help group was formed with a loan from the World Bank, named Jeevika. Now, the number of self-help groups has reached 11 lakh 5 thousand, with 1 crore 69 lakh Jeevika didis. From 2024, self-help groups are being formed in urban areas as well, with a total of 77 thousand groups, and 10 lakh 78 thousand Jeevika didis, and their formation is ongoing.
The Chief Minister said that to complete the remaining work in development projects, during the Pragati Yatra in December 2024 and January-February 2025, we visited all the districts and saw the development projects, and to complete the remaining work, 430 new schemes have been approved. Work has started on these schemes in all districts. So far, 21 schemes have been completed, and the remaining work will be completed soon. Bihar is getting full cooperation from the central government.
The Chief Minister said that for the next 5 years, 'Saath Nischay 3' has been formulated, under which the per capita income of the state will be doubled under the 'Dugna Rozgar, Dugni Aay' scheme. Under the 'Mahila Rozgar Yojana', every woman is being given 10 thousand rupees. Those whose employment will run well, they will be given assistance up to 2 lakh rupees.
