Opposition's ruckus resulted in no proceedings in both houses for the second day

The opposition's ruckus over the National Eligibility cum Entrance Test (NEET) paper leak, Education Minister Dharmendra Pradhan's resignation, and other issues continued for the second day, resulting in the Lok Sabha's proceedings being adjourned for the entire day on Tuesday.
After two adjournments, at 2 pm, Presiding Officer Dilip Saikia asked members to raise their issues at the House table under Rule 377, but opposition party members gathered in the middle of the House, chanting slogans. Mr. Saikia told the protesting members that they were continuously disrupting the House proceedings, affecting its work.
He repeatedly appealed to the members to return to their seats and cooperate in running the House, but the ruckus only intensified, following which he adjourned the House for the day.
Earlier, at 11 am, as soon as Speaker Om Birla started the House proceedings, members of the Congress, Samajwadi Party, Dravida Munnetra Kazhagam (DMK), Nationalist Congress Party (NCP), and other opposition parties began chanting slogans over the NEET paper leak and other issues.
Mr. Birla appealed to the members to cooperate in allowing the Zero Hour to function, saying it was an important opportunity for members to seek answers from the government, but due to the continued ruckus, he adjourned the House till 12 pm.
When the session resumed, opposition members gathered in the middle of the House, holding placards and banners, and continued their sloganeering. Samajwadi Party members carried large black banners, while DMK members carried green banners.
Presiding Officer Sandhya Rai tabled documents related to essential legislation amidst the ruckus and appealed to members to return to their seats and allow the Zero Hour to function. She said that during Zero Hour, members get an opportunity to raise issues related to their areas, and the entire country watches the House proceedings.
However, the opposition members continued their ruckus, resulting in the House being adjourned till 2 pm.
Due to the opposition's ruckus over the NEET paper leak and police action against protesting students, no business could be transacted in the Rajya Sabha for the second consecutive day on Tuesday.
After two adjournments, as soon as the House proceedings began at 2 pm, opposition members stood up, demanding a discussion on the NEET paper leak, police action against protesting students, and other issues. Deputy Chairman Harivansh tried to reason with them, saying that there were rules for discussions in the House and that only listed topics could be discussed.
Mr. Harivansh appealed to the opposition members to take their seats and respect the dignity of the House, but they remained unrelenting, continuing to shout slogans.
Witnessing the disorder, Mr. Harivansh adjourned the House for the day. Earlier, due to the opposition's ruckus over the same issues, the Rajya Sabha could not take up Zero Hour and Question Hour.
On the first day of the ongoing Monsoon Session on Monday, opposition members had created a ruckus in the House over the NEET paper leak and police action against students, resulting in no legislative business being transacted throughout the day.
As soon as the House proceedings began at 11 am on Tuesday, the opposition tried to raise the issue of the NEET UG paper leak and the lathi charge on protesting students and other demonstrators demanding the resignation of Education Minister Dharmendra Pradhan.
Chairman M. Venkaiah Naidu allowed Leader of Opposition Mallikarjun Kharge to speak after tabling legislative documents. Mr. Kharge raised the issue of the lathi charge and tear gas shells being used on protesting students, terming it painful.
As soon as he raised the issue, ruling party members strongly countered him, leading to a heated exchange between the two sides. Witnessing the disorder, the Chairman adjourned the House till 12 pm.
As soon as the Rajya Sabha proceedings resumed at 12 pm, opposition members again tried to raise their issues. Chairman Naidu said he would give them an opportunity to speak later.
Amidst the opposition's slogan-shouting, the Rajya Sabha Secretary-General read out a message from the Lok Sabha with the Chairman's permission. Thereafter, Mr. Naidu adjourned the House till 2 pm.
