Patna, August 13, 2026: The state government has accelerated work on the 'Vision 2030: Bihar Fisheries Priority Project' to take the fisheries sector in Bihar to new heights. The government's goal is to make Bihar one of the leading inland fisheries states in the country and significantly increase fish production, income, employment, and business opportunities for fishing families. To achieve this, a plan has been prepared to strengthen the entire fisheries value chain from production to processing, value addition, and marketing.
Chief Minister Samrat Choudhary reviewed the 'Vision 2030: Bihar Fisheries Priority Project' at the 'Sankalp' auditorium in Lok Sevak Awas on Thursday. On this occasion, he directed the officers to prepare a clear, phased, and practical action plan for the comprehensive development of fisheries in the state and start working on it quickly.
Under Vision 2030, there is a proposal to develop special fisheries clusters in different regions of the state through eight priority projects. These projects will develop 1,848.75 hectares of direct intervention area and 9,357 hectares of project-affected area. The government has set a target of producing 50,200 metric tons of fish through these projects.
The government believes that the establishment of special fisheries clusters will also promote fish production, storage, processing, packaging, transportation, and marketing activities at the local level. This will make fisheries not only a source of fish production but also a major source of employment and income in rural areas.
Special attention will be given to developing different types of fisheries clusters in Siwan, Saran, Munger, Mithila, and Motihari, considering the potential for fisheries and local water resources. There is a proposal to develop a wetland cluster in Siwan, large freshwater prawn production in Saran, cage culture in Munger, wetland-based fisheries in the Madhubani area of Mithila, and a fish cluster in Motihari.
This project will promote modern models of fisheries suitable for the natural characteristics and available water resources of different regions.
Optimal use of water resources, emphasis on modern technology
The Chief Minister said that the state's water resources should be utilized to the fullest. He emphasized the need to promote modern technology, scientific methods, and modern fisheries techniques to ensure a sustained increase in fish production and the income of fishing families.
He asked the officers to provide modern techniques, training, and necessary facilities to people working in the fisheries sector, so that more production can be achieved with limited resources.
Cooperative societies to be strengthened
The Chief Minister also emphasized the need to strengthen and activate fisheries cooperative societies. He said that the necessary support should be provided to enhance the expertise, production capacity, and income of cooperative institutions.
The skill development of fishermen, increase in technical capacity, better management, modern equipment, and support for increased production will strengthen their economic condition and increase overall income.
FIDF and PMMSY to provide financial assistance
To provide financial resources for these priority projects, a proposal has been made to seek financial assistance through the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) and the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
The government's focus is not only on increasing fish production but also on developing the entire post-production chain, including processing, value addition, cold chain, marketing, and employment-related activities.
Fisheries to empower rural economy
Chief Minister Samrat Choudhary said that there are vast opportunities for fisheries in Bihar. To convert these opportunities into economic growth, it is necessary to strengthen the entire value chain from production to processing, value addition, and marketing.
He said that 'Vision 2030' will make fisheries an effective means of increasing the income of farmers and fishermen, creating new employment opportunities, and strengthening Bihar's rural economy.
