Patna, 8 October: (ABN) To promote self‑employment and industrial development in Bihar, Chief Minister Samrat Chaudhary inaugurated on Wednesday the introductory programme for selected beneficiaries and the distribution of financial assistance under the Chief Minister’s Human Development Plan at Bapu Subhaggar. On this occasion, more than 7,000 beneficiaries had their funds transferred into bank accounts under the first, second, and third installments, while MSME centres were also inaugurated across all districts of the state. Speaking at the event, the Chief Minister said the government’s goal is to make one crore families in Bihar economically self‑sufficient by linking them to business. Under the Chief Minister’s Human Development Plan, 45,000 entrepreneurs are being prepared, with the state government spending 3,500 crore rupees on this scheme. The scheme prioritises women, youth, minorities, scheduled castes and tribes, and the most backward classes. Samrat Chaudhary said that to promote industrial investment in Bihar, a target of five lakh crore rupees has been set under the PPP model. Work will also be done to make 20,000 megawatts of electricity available to industries in the next five years. He said the government wants Bihar’s youth to become job creators rather than job seekers. The Chief Minister further said that measures are being taken to give preference to products manufactured in the state in government procurement. Development projects are also being advanced in education, roads, energy, and tourism. The Chief Minister said that along with industrial development, attention is also being paid to strengthening the state’s infrastructure. In addition to rural roads, the network of highways and expressways is being expanded, and the Patna Metro project is also being given a practical shape. Speaking about measures in education, he said that 700 sites in the state have established Saraswati Vidya Niketan model schools, where students will be provided with facilities to prepare for competitive exams such as NEET and JEE. Through the “Vodiarthi Saathi” app, students will be provided with online tutoring 24 hours a day, seven days a week. He further said that 211 degree colleges have been established in the state and work is underway to start science education in them from next year. Highlighting tourism prospects, the Chief Minister said that in the next two years work will be done to build roads on 20 key locations in the state. A private company has expressed interest in building a road between Marine Drive and Sonpur. In addition, to strengthen electricity supply to the agricultural sector, a target has been set to connect all agricultural feeders to 100% solar power within the next year. Samrat Chaudhary said that Prime Minister Narendra Modi has allocated 10,000 crore rupees for the MSME sector, of which at least a tenth is expected to go to Bihar. This will give new momentum to small and medium industries in the state. He thanked the Prime Minister for this cooperation. The Chief Minister explained that to promote industrial investment in Bihar, a target of five lakh crore rupees has been set under the PPP model. Along with this, work will be done to make 20,000 megawatts of electricity available to industries in the next five years so that investors can be provided with better basic facilities and industrial activities can increase. He said that measures are also being taken to give preference to products manufactured in Bihar in government procurement. Under the Purchase Preference Act, the target for government procurement of locally manufactured goods is 25 to 40 percent. At the event, the Bihar MSME Policy 2026 and various other industrial policies and schemes were also launched.
