Investment in Bihar to gain new momentum, Minister Sanjay Kumar inaugurates 'Sugar Cane Investment Promotion Portal'

Patna, August 5 (ABN) In a significant move to boost investment in sugar-based industries in Bihar, Sugar Industry Minister Sanjay Kumar on Wednesday launched the "Sugar Cane Investment Promotion Portal (SCIPP)". Developed under the "Bihar Sugar Cane Industry Investment Promotion Policy-2026", this portal will serve as an integrated digital platform for investors, where they can access all essential facilities such as policy-related information, land availability, online approval process, subsidy management, and online project monitoring at one place. The portal will make the investment process more transparent and investor-friendly.
On the occasion, the Sugar Industry Minister said that SCIPP will function as a single-window facility for investors in the state. He stated that this will make the investment process more transparent, responsive, and swift. Bihar will emerge as an attractive investment hub for sugar, ethanol, co-generation, and compressed bio-gas industries. The minister informed that investors can obtain information on available incentives and eligibility on the portal.
Through the portal, investors will have access to facilities such as district-wise available land selection, online application for land, and online redressal of queries and grievances on a single platform. Additionally, the entire process of state investment promotion board's first-stage approval, departmental coordination, online project monitoring, and subsidy claim and distribution will be digital, making the investment process easier, more transparent, and time-bound.
He said that under the Bihar Sugar Cane Industry Investment Promotion Policy-2026, investors are being offered several attractive incentives. A commitment of up to Rs 70 crore has been made for the establishment of new sugar mills. Along with this, a 100% refund of net SGST for five years and land will be made available on lease at a token amount of Re 1. The policy also provides for a 100% refund of stamp duty, registration fee, and land conversion fee, while investors will also benefit from capital grant and interest subsidy. However, the total benefit of capital grant and interest subsidy will be limited to a maximum of 33% of the approved project cost, ensuring that investors receive sufficient financial support while availing incentives in a transparent and balanced manner.
