Jharkhand Assembly presents first supplementary budget, opposition creates ruckus

On the second day of the monsoon session of the Jharkhand Assembly, a massive ruckus erupted in the House over the issue of irregularities and cheating in the important recruitment exams of JPSC and JSSC. The proceedings of the Question Hour were severely affected due to the strong opposition and slogan-shouting by the opposition members. Seeing the increasing ruckus, the Assembly Speaker adjourned the House proceedings for two and a half hours, till 12:30 pm, just a few minutes after the session began. Earlier, as soon as the House proceedings began, BJP members started shouting slogans on the issue. During this, the Leader of the Opposition, Babu Lal Marandi, attacked the government, saying that large-scale cheating is taking place in almost all competitive exams being held in the state. He said that major irregularities have come to the fore in the 11th to 13th and 14th JPSC exams, as well as in the JSSC CGL, Production Constable, and Post Graduate Teacher (PGT) recruitment exams. Mr. Marandi said that despite the heavy rains, the candidates are forced to take to the streets to protest for their demands. He reiterated the demand for a court-monitored CBI probe into the entire matter. Reacting sharply to the opposition's stance, Parliamentary Affairs Minister Radha Krishna Kishore said that the first supplementary budget is to be presented and it was agreed to discuss the matter in the Advisory Committee meeting. He said that during the regular discussion and debate, the opposition will get a full opportunity to present its stand, so it is not proper to create obstacles in the House. During the discussion, Pradeep Yadav questioned the demand for a CBI probe, saying, "Who is afraid of a CID probe? Today, questions are being raised about the impartiality and character of the CBI itself. If an investigation is to be done, then the first to third JPSC exams should also be investigated." Congress Assembly Party leader Mr. Yadav launched a counter-attack on the opposition, saying that the government is fully sensitive to the students. He asked, "When more than 20 accused have already been sent to jail in the CID probe, why doesn't the Leader of the Opposition trust the CID?" Responding to the opposition's allegations, Education Minister Sudriya Kumar referred to the previous cases. He said that serious allegations of irregularities were also made in the first and second JPSC exams and a CBI probe was also conducted. But what was the outcome of that investigation? The Minister said, tongue-in-cheek, that many people who were reinstated through cheating are still employed in government jobs today. He said, tongue-in-cheek, that today there are questions about the credibility of the CBI, and the opposition should also clarify its stand on the appointments made in the first to third JPSC. Ms. Turki said that connecting the state's farmers to the banking system is an important step towards financial inclusion in the agricultural sector. By connecting farmers to banking services, KCC, as well as institutional credit facilities for agriculture and related activities as needed, their financial access and economic capacity can be strengthened. Mutual cooperation between bank branches, the Agriculture Department, and district-level officials is expected to achieve this goal. She said that along with agriculture, animal husbandry, fisheries, horticulture, and other related activities are important sources of rural income and employment. By providing institutional credit access to farmers and rural families working in these sectors, as well as linking self-help groups and farmer groups to financial assistance, the rural economy can be further strengthened. Providing financial support to institutions involved in value addition, processing, and marketing in local and traditional agriculture-based activities, including millets, lac, and tusar, will help increase farmers' income and expand employment opportunities at the rural level. Later, Assembly Speaker Rabindra Nath Mahto adjourned the House proceedings till 11 am on Monday, August 10.
