Patna, September 21 (ABN) Chief Minister Samrat Chaudhary on Monday said that the next panchayat election in the state will be held only after the delimitation of panchayats and work will be done to form a panchayat for a population of about 7000. Addressing the Mukhya Samwad program of Gram Sansad-Bihar Chapter-5 here today, Mr. Chaudhary said that the State Election Commission has started the process of delimitation of panchayats. has done He said that the next panchayat election will be held only after delimitation. He said that the delimitation system of urban local bodies will also be ensured next year, which will clearly define panchayats and urban local bodies. The chief minister said that panchayats are the most important unit of democracy and the population and administrative needs of the area will be taken into account during the reorganization and delimitation of panchayats. He said that work would be done towards creating a panchayat for a population of around 7000. Mr. Chaudhary also talked about setting up an engineering cell in the Panchayati Raj Department to provide technical support in the implementation of development works in the panchayats. This will provide technical assistance to the Panchayat Mukhiyas in implementing development schemes and improve the quality of development work in the village. The decision to set up an engineering cell is considered important to overcome technical difficulties in implementation of development works in panchayats. Through this cell, technical assistance will be provided to Mukhya in the implementation of road, canal, building and other development projects. The Chief Minister also highlighted the need for Panchayats to find new means to increase their revenue. He said that the financial resources of the Panchayats should be strengthened without burdening the common people with additional taxes. Under the ongoing 'Seva Sankalp and Kayakalp Abhiyan' in the state, 10 development works are being carried out in each panchayat. These include renovation, painting and improvement of basic amenities of health centres, community buildings, anganwadi centers and other government buildings. 'Sehiog Shivar' has also been taken up to panchayat level for redressal of public grievances. These camps, which are held on the first and third Tuesday of every month, aim to dispose of the applications received within 30 days. A Sahyog program has also been organized at the state level for those dissatisfied with the disposal. Arrangements have been made to hold Gram Sabha meetings on the last Sunday of every month to increase public participation in decision-making at the village level. Thus at least 12 times in a year Gram Sabha will discuss village development and local issues. The Chief Minister appealed to the Panchayat representatives to create healthy competition for development, so that provision of roads, water, electricity and other basic facilities can be speeded up. Linking education and employment to the self-sufficiency of the state, the Chief Minister said that about Rs 18,000 crore is going out of the state through the Bihar student credit card. To prevent this, the scope of higher education institutions in Bihar is being expanded. Efforts are being made to provide quality higher education to students in the state by establishing new public and private universities. He said that the government's target is to provide government jobs and employment to one crore people before 2030. In the next four to five years, efforts will be made to create such employment opportunities that the people of Bihar do not have to turn to other states for employment. Referring to the concessional rate of electricity for farmers, the Chief Minister said that electricity is being provided at the rate of 55 paise per unit for agricultural work, on which the government is spending about Rs 5,000 crore annually. Work is also in progress towards solarizing all agricultural feeders. He also mentioned about providing 125 units of free electricity per month to every family in the state. The Chief Minister also said to give preference to products manufactured in Bihar in government procurement to promote state industries. According to him, efforts will be made to include at least 30 percent of Bihar-made products, including cement and cement, in the tender process. He said that the goal of overall development of the state and the country cannot be achieved without village development. Higher Education and Law Minister Sanjay Singh Tiger, Legislative Council Member and Gram Sansad National President Sanjay Mayukh, Vice President Deepak Thakur and National Brand Ambassador Kiran Prabhakar also addressed the programme.
