The opposition created a ruckus in the Bihar Assembly against the proposal to impose new taxes in the rural areas of the state. Opposition members, demanding the withdrawal of the proposed taxes, reached the well of the House during the morning session and started raising slogans against the government. They said the new taxes would further complicate the lives of the common people, particularly the middle and lower classes.
Assembly Speaker Dr. Prem Kumar, appealing to the members to return to their seats, said the government had taken note of their concerns, but the opposition members remained adamant in the well and continued the uproar. During the commotion, the Speaker initiated zero hour proceedings. After some time of slogan-shouting, the opposition members returned to their seats.
Meanwhile, Parliamentary Affairs Minister Vijay Choudhary intervened, saying no new tax could be imposed without the approval of the House. He clarified that no new tax could be enforced without following the legislative procedure. If the government wants to impose any new tax, it will have to bring a bill to the House. Then, all members will discuss it, give their opinions, and can also suggest necessary amendments.
Mr. Choudhary assured the House that there would be a detailed discussion on any such proposal. He said that only after due consideration and consideration of amendments can any bill be passed. If the members of the House do not support the proposal, the House can also reject it.
