Ministerial Review of Departmental Schemes for Welfare of Backward, Very Backward Classes
Minister of Backward Classes and Very Backward Classes Welfare Department Rama Nishad has directed to speed up the implementation of departmental schemes and provide timely benefits to the eligible beneficiaries. He said that unnecessary delay or carelessness in the implementation of schemes will not be tolerated, especially related to educational and social empowerment of students. Officers should closely monitor the implementation of schemes related to students so that no needy student is left behind. She was presiding over a state-level review meeting held at the Jagjivan Ram Institute of Parliamentary Studies and Political Research auditorium in Patna on Wednesday. He directed regular monitoring of schemes at the district level and immediate disposal of pending matters. He said that priority should be given to quality food, clean drinking water, security, health and educational facilities in hostels and residential schools. Instructions were given to rectify the deficiencies identified during the inspection, to ensure a safe and positive environment for the female students and to keep a special eye on food quality and hygiene. During the inspection, the facilities of registration, mess operators, food grains, security guard, sanitation workers, cooks, and RO were examined in Jannaik Karpuri Thakur Kalyan Hostel and other backward class hostels. At the same time, CCTV, teacher deputation, POCSO and POSH committees, emergency vehicles, ANM, GNM and SPV vaccine were also approved in residential +2 high schools of backward class girls. Expeditious disposal of DC bills worth about Rs.1.57 crore In the review of financial affairs, DC bills of about Rs.1.57 crore were found to be pending in various districts. Instructions were given to expedite necessary action for their adjustment. The minister was also asked to ensure immediate implementation of pending utilization certificates at Gopalganj and Lakhisarai. Timely disbursement of funds to the beneficiaries of Chief Minister Backward Classes and Very Backward Classes Post Graduation Scholarship and Merit Scholarship Schemes and timely redressal of complaints received at the department and the Sahyog portal were also emphasized. The meeting discussed strengthening the departmental system at the district level, clear division of work, ensuring full charge of records, regular inspection and biometric attendance. Besides providing vehicles to officers, data entry operators, IT personnel and other necessary human resources are being managed. On this occasion, Additional Chief Secretary of the department Mr. K. Senthal said that the department is being strengthened under the guidance of the minister. District Welfare Officers have been given the responsibility to work independently to ensure timely and quality implementation of the schemes. He also emphasized on improving the arrangements of residential schools and hostels and paying special attention to regular inspections. The meeting was attended by senior officers of the department and other senior officers and related officers.
