Patna, March 24: (ABN) Chief Minister Nitish Kumar participated in the Jan Samvad program held near the minority residential school in Chainpur block of Kaimur district during his Samriddhi Yatra today. Addressing the Jan Samvad program, the Chief Minister said that all of you are present here in large numbers. I welcome all of you. You all know that for the first time in Bihar, the NDA government was formed on November 24, 2005, since then there is a rule of law in the state and we are continuously engaged in the development of Bihar.

The condition of Bihar was very bad. People did not come out of their homes after evening. There used to be conflicts in the society, Hindu-Muslim disputes used to happen, the condition of education was very bad. Very few children used to study. There was no complete arrangement for treatment earlier. There were very few roads and the condition of the roads that existed was very bad. Electricity was available in very few places. Now there is no atmosphere of any kind of fear and terror. There is an atmosphere of love, brotherhood, and peace in the state.

Earlier, there used to be a lot of Hindu-Muslim conflicts, so since 2006, the fencing of graveyards has been started. Fencing of graveyards has been done on a large scale. Now no conflicts happen. The Chief Minister said that since 2016, the fencing work of 60-year-old Hindu temples has also been started, due to which incidents of theft, etc. are not happening.

We have given special attention to the education sector. We have restored contract teachers, opened a large number of new schools, and implemented a cycle and uniform scheme for students studying in government schools. Since 2023, 2 lakh 58 thousand government teachers have been restored by the Bihar Public Service Commission. From 2006 to 3 lakh 68 thousand contract teachers were restored, out of which 28 thousand 976 have become government teachers through the Bihar Public Service Commission.

After that, the government decided that contract teachers do not need to take the BPSC exam, they will be made government teachers by taking a simple exam. It was decided to give them five opportunities for this. Four exams have been held so far, and 2 lakh 66 thousand contract teachers have passed. Now only 73 thousand are left, who will be given one more opportunity. The total number of government teachers has now become 5 lakh 24 thousand.

In addition to this, the BPSC has also started the process of recruiting 45 thousand new posts. The Chief Minister said that earlier, the health system was very bad, only 39 patients were treated at the Primary Health Center every month, i.e., one or two patients per day. Since 2006, free medicines and treatment have been arranged in hospitals. Now, on average, 11 thousand 600 patients are treated every month at the Primary Health Center.

Earlier, there were only 6 medical colleges in Bihar, which have now increased to 12. Six more medical colleges will be built this year, and new medical colleges will be built in all the remaining 21 districts soon. Patna Medical College and Hospital are being upgraded to 5 thousand 400 beds, and other five old medical colleges are being upgraded to 2 thousand beds. An ESI-ESIC hospital with 3 thousand beds is also being built.

He said that roads and bridges have been constructed in the state. The target of reaching Patna from remote areas of the state in 6 hours was achieved in 2016. Now, with the construction of a large number of roads, bridges, railway overbridges, bypasses, and elevated roads in the state, it is possible to reach Patna from remote areas in almost 5 hours.

Since 2008, work has been done by making an Agriculture Road Map, which has resulted in significant progress in the agriculture sector. Work has been done on the first Agriculture Road Map from 2008 to 2012, the second from 2012 to 2017, and the third from 2017 to 2023. There has been a significant increase in grain production. There has been a two-and-a-half-fold increase in the production of fruits, vegetables, milk, eggs, meat, and fish, due to which Bihar has become self-sufficient in fish production.

The Chief Minister said that in 2015, under 'Seven Resolves', work was done on 'Economic Solution Call to Youth', 'Safe Employment Empowerment of Women', 'Electricity to Every House', 'Drinking Water to Every House', 'Toilet to Every House', 'Connecting Tolls with Pucca Roads', and 'Increased Opportunities, Further Education'. In 2018, electricity was provided to every household. The government has been providing electricity at very cheap rates since the beginning. Almost all domestic consumers are getting electricity for free.

Now, solar panels will be installed on the roofs of the houses of all willing individuals by the government. This work has started, and approval has been given to install solar panels on 50 lakh houses, which will be completed soon. The Chief Minister said that from 2020, under 'Seven Resolves 2', a lot of work has been done on 'Yuva Shakti Bihar Ki Pragati', 'Strengthened Women Empowerment Women', 'Every Field Gets Irrigation Water', (solar street lights), clean city developed city accessible path, and health facility for all (telemedicine and Bal Hriday scheme).

The Chief Minister said that in the next five years, 'Seven Resolves 3' has been formulated, under which the per capita average income of the state will be doubled under the 'Double Employment Double Income' scheme. The Chief Minister said that under the women's employment scheme, every woman has been given Rs 10,000. Those whose employment will run better, they will be given additional assistance of up to Rs 2 lakh.

In the next five years, one crore youths will be provided with employment and employment opportunities. For this, the 'Youth Employment and Skill Development Department' has been established. Under 'Prosperous Industry, Strong Bihar', full attention will be given to the establishment of industries in the next five years. Industrial areas are being set up in all districts. Free land and grants are being provided for new large industries.

The Chief Minister said that we have been working for the development of Kaimur district since the beginning. Many important works have been done for the development of Kaimur. A good road has been built from Patna to Kaimur, which has made commuting easy. An engineering college and polytechnic institute have been established in the district. Women's ITI and ITI have been set up in all sub-divisions.

The Chief Minister said that under the 'Seven Resolves 3', many works will be done in Kaimur district in the next five years from 2025 to 2030. Rs 10,000 has been given to 2 lakh 63 thousand women in the district for employment. They will also be given additional assistance of up to Rs 2 lakh to increase their employment. Industrial areas will be set up in the district and new industries will be established.

Dairy will be promoted by forming milk production committees in 850 villages and Sudha milk sales centers will be opened in all 147 panchayats. Model schools and degree colleges will be established in all 11 blocks. All 11 community health centers will be developed as special hospitals and the Kaimur Sadar Hospital will be developed as a super specialty hospital.

A center of excellence will be established for sports. Under the 'Sabka Saman Life Easy' scheme, difficulties will be removed, and it will be made easy for people to get government facilities. These works will be the cause of the overall development of the district. We are also getting full cooperation from the central government. Now Bihar will develop a lot and will be included in the developed states of the country.

Local public representatives and leaders welcomed the Chief Minister by garlanding him with flowers, and the District Magistrate presented him with mementos.
