New registration system in Bihar: All 141 offices will be paperless from August 17

Patna, August 11: Liquor Prohibition, Excise and Registration Department Secretary Naveen Kumar reviewed the registration issues through video conferencing with senior officers and divisional officers of the department. The meeting reviewed various important issues including making the registration process digital and citizen centric, paperless registration, home registration for senior citizens, revenue collection, prompt redressal of public grievances and prevention of revenue evasion.
Paperless system in all 141 registration offices from August 17
The secretary directed to make the registration process completely paperless, saying that it will increase transparency, ensure security of documents and reduce the time taken for registration.
Paperless registration is being implemented in 141 registration offices of the state in a phased manner. In the first phase, this facility was started in 10 offices from July 11 and in the second phase, in 40 offices from July 30. The remaining offices have set a target of fully implementing paperless registration from August 17, 2026.
In the districts where the number of paperless registrations has been found to be less than the prescribed standard, the concerned District Magistrate has been directed to speed up the process by sending a letter. It was also directed to seek clarification from the concerned officers on poor performance.
Registration at home for seniors above 75 years of age
It was decided in the meeting that the facility of home registration provided earlier to senior citizens aged 80 years and above through mobile registration unit has now been extended to citizens aged 75 years and above. This extension has been implemented from August 5, 2026.
Under this facility, eligible senior citizens will be able to complete the registration process of their land, plot, flat, etc. at home.
Online Grievance Module for Public Grievances
Secretary directed to implement Public Grievance Module for redressal of public grievances. Under this system, citizens will be able to register their complaints online and their investigation, processing and redressal will also be done online.
The government aims to make the grievance redressal system more transparent, expeditious and citizen-friendly.
Inspection of 10 locations per week
All Assistant Inspectors General of Registration (AIG) have been directed to regularly inspect registration offices and related places to enhance revenue collection and effectively curb revenue evasion.
Each AIG has to inspect 10 locations every week and submit his report to the headquarters. Among them:
5 locations under Divisional Headquarters 3 locations in District Registration Offices under AIG 2 posts in subordinate detailed offices
will be included.
The inspection will be done after the registration is completed, while which documents will be inspected on the spot will be determined at the department headquarters level.
Testing will be done with GIS technology
Secretary directed to ensure spot inspection through GIS technology as per previous instructions. Relevant instructions in this regard were also asked to be conveyed to all district registration offices.
Strict action on revenue evasion
In order to prevent revenue evasion, a special team was also formed at the headquarters level and directed to send it to the registration offices and conduct on-the-spot inspection. The secretary made it clear that effective action should be taken in cases of violation of laws and revenue theft to protect government revenue.
Prompt recovery in auction cases
It was directed to speed up the process of revenue collection in the pending cases related to auction. Major cases were asked to be dealt with on priority basis while minor cases were also asked to be settled as soon as possible as per the rules.
Court cases were also examined
In the meeting, pending court cases related to the department were also reviewed. The secretary directed the concerned officers to present the position of the department in the courts in a timely and effective manner and to ensure necessary action. Mandatory review of SOF (Statement of Facts) filed at field level was also asked at departmental level.
Emphasis on monitoring of service providers
The secretary also reviewed the licenses of service providers and their functioning. They were directed to take necessary steps to effectively monitor the process of paperless registration, prompt resolution of technical or procedural issues and remove misunderstandings among citizens regarding paperless registration.
The service providers were also directed to plan for providing adequate seating facilities, so that the general public can get the required support and convenience during paperless registration.
Fixed compensation for service providers
Fee rates for service providers have also been fixed to facilitate citizens in paperless registration of documents. Under this:
1000 on a document of value up to one lakh rupees, 2500 on a document between Rs.1 lakh and Rs.5 lakh, Whereas a compensation of Rs.5000 has been fixed for documents worth more than Rs.5 lakh.
The Secretary directed all concerned officers to make the registration process transparent, secure, speedy and convenient for the citizens as well as increase the revenue of the department and protect the government revenue.
