Public services scope expanded in Bihar, over 5.33 lakh applications settled through 'Sahayog Seva'

Patna, 31 July (ABN): The Bihar government has effectively implemented the 'Sahayata Shivir' campaign across the state, incorporating prompt and transparent redressal of public grievances into its administrative priorities. Addressing a press conference at the Department of Information and Public Relations' press conference hall on Friday, Department of General Administration Secretary Mohammad Suhail said that under the leadership of Chief Minister Samrat Choudhary, a public-friendly and accountable governance system is being further strengthened in the state, under which Sahayata Shivir is being organized on the first and third Wednesdays of every month in all panchayats, blocks, and urban municipal bodies.
He informed that since the campaign began on 19 May 2026, 5,83,866 applications have been received so far, out of which 5,33,904 have been disposed of within the stipulated time frame, while the remaining applications are being acted upon expeditiously. According to him, the maximum number of applications have been received from Bhojpur, West Champaran, Patna, Begusarai, and Muzaffarpur districts.
Mohammad Suhail said that to save the public from unnecessary rounds of government offices, a Sahayata portal has been developed, where citizens can register their complaints online at any time. Additionally, information related to Sahayata Shivir is being provided to the public through the toll-free helpline number 1100.
He presented an overview of the Department of General Administration's performance, stating that after the implementation of the Right to Public Services Act 2011, more than 53.80 crore applications have been successfully disposed of so far. Through the public service centers established in the Panchayat Sarkar Bhavans, more than 64 government services are currently available at the local level, eliminating the need for citizens in rural areas to visit the block or district headquarters.
He further informed that 33,77,620 applications were received at the panchayat level, out of which 33,48,776 have been resolved. To increase the effectiveness of services, an automatic appeal (auto appeal) system has also been implemented since 23 June 2026, under which 6,934 appeals have been registered so far, out of which 5,503 have been disposed of.
Mohammad Suhail said that under the Bihar Public Grievance Redressal Act 2015, public grievance redressal officers have been appointed in each commissionery and district. Through this system, more than 19,38,000 public grievances have been successfully redressed so far.
He also informed that the Bihar Institute of Public Administration and Rural Development (BIPARD), Patna, and Gaya, have received the ISO 9001:2015 international standard certificate this year, which recognizes the institution's standard training and administrative services.
During the press conference, the Secretary apprised the media of several important administrative measures of the government, including the grievance redressal system for government employees, capacity building of officers and employees, the Chief Minister Fellowship Scheme, employment provided to youth, administrative system of human resources, online details of movable and immovable assets, helpline, and call center services.
On this occasion, Department of General Administration's Special Secretary Sanjay Kumar, BPSM's Additional Mission Director Mohammad Rashid Kaleem Ansari, Joint Secretary Mohammad Afak Ahmed, and other senior officers were also present.
