Lok Sabha passes Tribunal Reforms Bill without discussion

The Lok Sabha witnessed continued disruptions by opposition members on the first day of the last week of the monsoon session on Monday, prompting Presiding Officer Jagdambika Pal to adjourn the proceedings for the day after two brief suspensions. After the House resumed at 2 pm following two adjournments, opposition members again created a ruckus, gathering in the well of the House and raising slogans, similar to the previous week. The Presiding Officer appealed to the members to refrain from disruptions and cooperate in the smooth functioning of the House. Meanwhile, Parliamentary Affairs Minister Kiren Rijiju said the Congress and other opposition parties have been demanding a statement from Home Minister Amit Shah in Parliament since the first day of the session, a demand also made by opposition leader Rahul Gandhi. He said the Home Minister is ready to make a statement on the issue of action against students and the government is also prepared to respond after a discussion. The Presiding Officer said that since the Parliamentary Affairs Minister has stated that the Home Minister is ready to make a statement, all members should return to their seats and maintain order in the House. He added that when the Home Minister is ready to respond to a discussion and the government also wants a discussion, the House should be allowed to function. Amidst the disruptions, the Presiding Officer asked Minister of State for Law and Justice Arjun Ram Meghwal to move the 'Tribunals Reforms Bill, 2026' for passage. Mr. Meghwal said the bill aims to ensure transparency and a trustworthy system, and does not alter the jurisdiction of any tribunal. Mr. Jagdambika Pal called out the names of several members to participate in the discussion on the bill, but due to the disruptions, no member responded. Subsequently, he moved the bill for passage, and it was passed without discussion through a voice vote amidst the chaos. The Presiding Officer appealed to the members to return to their seats and maintain order in the House, but as the disruptions continued, he adjourned the Lok Sabha proceedings for the day.
