Opposition members created a ruckus in the Lok Sabha on Friday over their demand for the resignation of Union Education Minister Dharmendra Pradhan, leading to the adjournment of the House for the entire day.
At 12 pm, after the House was adjourned once, as soon as the Lok Sabha proceedings resumed, opposition members again started creating a ruckus. Amidst the din, Parliamentary Affairs Minister Kiren Rijiju tried to address the House, which was presided over by Jagdambika Pal, who allowed him to speak.
Mr. Rijiju said, "The Leader of the Opposition, Rahul Gandhi, is also present in the House today. I appeal to him, as the leader of the largest opposition party, and after the Prime Minister's announcement of strict action against the paper leak, to cooperate in discussing the matter in Parliament."
He said that when the government is making a strict law, taking effective measures to stop the paper leak, and has the intention of strong legislation, the opposition should also cooperate in the discussion. According to him, Rahul Gandhi should take the lead in this direction as the leader of the opposition, as if the matter is not discussed, it will send a wrong message.
Despite Mr. Rijiju's appeal, opposition parties continued to create a ruckus. The presiding officer, Jagdambika Pal, also said that when the government is ready for a discussion, the opposition should also be prepared for it and the members should return to their seats.
He said Rahul Gandhi should participate in the discussion. He said that important bills are to be introduced today, so members should cooperate in running the House by going to their seats. However, due to the continued ruckus, he adjourned the Lok Sabha proceedings for the entire day.
Earlier, at 11 am, Lok Sabha Speaker Om Birla informed the House about the anniversary of Kargil Vijay Diwas and paid tribute to the Kargil martyrs on behalf of the House.
After that, as soon as the Speaker announced the start of the Question Hour, opposition members stood up from their seats and started slogan-shouting and creating a ruckus. Mr. Birla appealed to the members not to create a ruckus and cooperate in the House proceedings, but the members did not pay heed to his appeal.
The Speaker said that the Question Hour is the most important proceeding of the House, through which members ask questions and make the government accountable. He assured that the discussion on the topic the opposition wants will be allowed according to the rules and requested the members to cooperate in running the House.
However, despite the Speaker's repeated appeal, the ruckus did not stop, due to which the proceedings were first adjourned till 12 pm, and later, due to the ruckus again, the House was adjourned for the entire day.
Due to the ruckus by opposition members demanding the resignation of Union Education Minister Dharmendra Pradhan, the Question Hour could not take place in the Rajya Sabha for the fifth consecutive day on Friday, and the House proceedings were adjourned till 2 pm.
Earlier, due to the opposition's ruckus on the same issue, the Zero Hour proceedings could not take place. The current monsoon session of Parliament is on its fifth day, but no regular proceedings could be held in the House so far.
After the House proceedings resumed at 12 pm, after being adjourned once, opposition members stood up from their seats and started creating a ruckus. Leader of the Opposition, Mallikarjun Kharge, sought permission to express his views from Chairman CP Radhakrishnan, who said, "Your party members are not sitting in their seats, what can I do?"
As soon as Mr. Kharge started speaking, the ruling party members also started slogan-shouting. The Chairman directed them to remain silent with a hand gesture.
Amidst the intense ruckus from both sides, Mr. Kharge said, "I want to draw your attention to the fact that first, the Education Minister should resign, and the Prime Minister should come to Parliament and make a statement, after which we will discuss." As soon as he said this, Chairman CP Radhakrishnan adjourned the House proceedings till 2 pm.
Earlier, at 11 am, the opposition also created a ruckus over the demand for a discussion on the issue of Dharmendra Pradhan's resignation and the paper leak in the NET exam, due to which the Zero Hour proceedings could not take place.
The Chairman laid the legislative documents before the House and was about to start the Zero Hour proceedings when opposition members tried to raise the issue of the paper leak.
The Chairman allowed Mr. Kharge to express his views. Mr. Kharge said that the lathi charge on the students who were protesting against the paper leak on Monday was highly condemnable. However, he could not complete his statement when the Chairman adjourned the House proceedings till 12 pm.
Earlier, the Chairman mentioned Kargil Vijay Diwas, which is observed every year on July 26, saying that this day is celebrated in memory of the bravery of the Indian Army in evicting Pakistan-backed infiltrators from the Kargil heights.
He appealed to the House to pay tribute to the brave soldiers who laid down their lives in defense of the motherland. The House paid tribute to the Kargil martyrs and observed a two-minute silence in their honor.
